Four-day DC conference to begin on July 26

The deputy commissioners (DCs) or administrative chiefs of 64 districts are set to rally in Dhaka to join a four-day conference to be opened by Prime Minister Sheikh Hasina on July 26.

Briefing the newsmen on the eve of the annual conference, Cabinet Secretary Mohammad Shafiul Alam said the issues of terrorism could dominate the conference against the backdrop of two recent back-to-back terrorist attacks.

He, however, said strategies to enhance quality of public services at lesser cost and time with little hassle on the part of people was selected as the prime issue of the conference where the DCs would interact with 39 ministries.

The top bureaucrat of the country said the conference was expected come up with an integrated policy guideline equipping the district administrations with directives in overcoming their challenges in delivering services involving legal, administrative and financial affairs.

He said the ministers, advisors to the premier and secretaries would also interact with the DCs and give their directives during the conference.

Alam said ahead of the conference the DCs also sent 336 proposals relating to the activities of the 39 ministries at the field level.

The conference, to be joined by divisional commissioners as well, will be opened at the Shapla Hall of the Prime Minister's office on July 26 while on the next day they would call on President Abdul Hamid at Bangabhaban Darber Hall. 

Officials familiar with the conference outline said law and order, land management, local governance, disaster management, employment generation, social safety net programmes were listed as agenda of discussion.

Besides, use of information and communication technology and e-governance, education quality, healthcare and family welfare services, environment conservation, infrastructure development and monitoring and coordination of implementation of the development programmes were also kept as issues of the conference.

The cabinet secretary said the 474 decisions were taken during the DC conference in 2013 of which 436 were executed in the subsequent years.

During the 2014 DC conference 464 decisions were taken and 432 were executed so far while 2015 conference took 478 decisions of which 447 were implemented, he said.

Alam said, following the inaugural session, the divisional commissioners and the deputy commissioners will participate at an open discussion with the premier directly.
